This has a good explanation of it. It's been around a while. RCS requires a mobile data connection to use, where SMS uses a voice-only cellular
connection.

OK, that explanation was most helpful. The encryption only kicks in if the recipient also is using googles flavor of the messaging application and it falls back to sms if there is no carrier data.
