Hi, I think this is actually a bug and it can be replicated. It basically affects data elements configured prior to 2.18.

I have experienced it very many times on multiple datasets, elements, etc. You should always check public access permission if you are not restricting anything. The public access sometimes resets to none by itself. However, I have not been able to replicated it by testing.
