There seems to be a problem that has persisted.
I have 2 data elements in a dataset of 22 data elements that give me the
error message 'Illegal data element identifier: ....' during data entry
when the user does not have the 'All' user role permission as shown below.
WITHOUT the ‘All’ user role permission - Zero is an exception {Though not
Saved}

However after adding the ALL permission, the error message doesn't appear
and the value is saved successfully.
