That is going to suck rocks.  So it's just about any clock in your
system going backwards at times except the ACPI-PM?

That log is with HPET disabled.  You might want to try if disabling C6
power save state is getting you a different result, although that will
also disable the highest boost clock (as a certain number of cores need
to be in C6 for this boost to get applied).  There might be other
settings in the power management settings of your BIOS that
enable/disable powering down certain subsystems that may have an effect.
