So, it turns out that --enable-debug-gdb does not imply --enable-debug like I guess I assumed. As a result, the Debian packages do not have --enable-debug.
Does the project have any recommendation/preference for downstream distributions? Should we enable debugging? On the one hand, the answer seems like "obviously yes".
