My thinking on this has changed a bit. I'm now more concerned about
the wackiness that happens on startup. And if that is solved then
(re)convergence is hardly even needed.
Better yet, I can restart ntpd to see the startup issue once every
minute or two. But I can only watch the convergence issue a few times
a day.
