check https://git.merproject.org/mer-core/ofono/blob/master/ofono/doc/radio-settings-api.txt it still says lte is for lte only, maybe a bug, or maybe a feature with callback switching, on j1 it used to block any call functionality, might've been undesired behaviour, no idea (I had a similar situation like you and wanted 4g only and it used to block any 2-3g connections, maybe it was dropped)
