Hello,

the default behavior of the po4a(1) binary is to recreate the POT file only if 
needed (if one of the master document or the configuration file changed). I 
think that this is what you are looking for, and would advise to convert your 
scripts around the po4a-* elementary programs to a configuration file for the 
unified po4a(1) program.

Are you missing a feature in po4a(1) before you can do this switch, maybe?
