In fact, ntpdate is, in many installs.

anaconda requires ntpdate, because we use it to check if the NTP server
addresses entered in anaconda's Time / Date spoke are valid.
initial-setup requires anaconda.

This means any non-live install that deploys initial-setup - i.e. any
desktop install besides GNOME - and any live install _at all_ will have
ntpdate installed.
