Yes, thats correct. You can use them in buildroots and build against
them. (provided you can tag them)

However, currently fedora koji hubs have a tag policy that forbids draft
builds from being tagged in any tag.

If we want to change that policy, I think it will need fesco to approve
whatever policy that is.
