So far it doesn't seem to be a way even with packit integration. The
issue afaik are the scratch builds, where you can do a scratch build on
top of a side-tag, but you cannot reuse that build for another
scratch-build. If anyone knows a way around this, please pitch in, it
would be great to make this possible.
The only alternative that might work are draft builds, but these are not
enabled or used in Fedora right?
Even if they were possible - I don't necessarily see why draft builds
would change this situation?
(Because I don't think a scratch build could be built on top of a
draft build either?)

builds in the PR workflows

For two PRs against packages A and B where B depends on changes in A,
a draft build of A would still not be available for a CI run of B.

which reads to me that they can be used as a dependency for another
build. If there is better sources I should read, or better yet somewhere
to experiment, do let me know.
