While rpkg can do it, I want to point that rpkg does not have active maintainer
for long time. As stated on first lines of

so you better start with something else.
Copr supports two other useful methods:
* custom source method - you just wrote a script that produces src.rpm and save
it in Copr form.

* SCM method (with "make srpm" suboption) - you just need Makefile in the root that
recognize "srpm" command.
