I helped sponsor the 32 bit kernel SIG a couple of years ago in Fedora. It fell apart as there were too many different things needed and too few people who could spend more than a small amount of time on anything. Any sort of SIG needs to have motivated and knowledgeable people who can focus on a problem for a long time. If SIG members are focusing on something they use regularly (Steam?) and know how to debug what problems are being seen in that tool.. they can maintain it.
