As for the buildsystem changes, it seems they do plan to stick with cmake, but then combined with vcpkg which is a tool to download deps like e.g. pip does for python but then for C-code. Since Fedora will want to use systemlibs for most things I think that we don't need to care about the vcpkg thing. TL;DR: I think all in all things don't look too bad. So if their is someone who wants to step up and maintain this go ahead :) I've taken a look because I'm a user of dosbox myself, I don't really have time to maintain it. But I can offer my help now and in the future if you become the new maintainer and you get stuck on some issue.
