I have rebuilt all packages in the list except for three:

- telegram-desktop is in rpmfusion and needs to be handled there,
after this update lands.
- chromium fails to build on ppc64le - this is a pre-existing problem
not caused by the openh264 update.

gstreamer1-plugins-bad-free 1.24 was rebuilt in the side-tag, but
*before* the noopenh264 2.6.0 update was present in the buildroot, so
it was still linked to the old soname. In the meantime, the GStreamer
1.26 update was pushed and is being worked on, so I can't just
bump-and-rebuild it again.

I think the easiest way to deal with this is to wait until GStreamer
1.26 is ready and lands in rawhide, and to then rebuild
gstreamer1-plugins-bad-free 1.26 in the openh264 side-tag again.
