When it can be used (tested) by Fedora contributors as part of their normal
workflows. I don't see how I could say anything about Konflux without having
touched it.

To me that means that, in my normal workflows, I can optionally use Konflux to
perform certain actions. Koji supports many tasks, but since the email speaks
about RPMs: let me scratch-build RPMs.
