Note that koschei just rebuilds existing src.rpms in scratch builds.
Getting it to be able to update a SCM, etc would be a lot more code.

Perhaps. 

The only use case I have seen people mention is:

do a draft build of foo
tag into side-tag (because draft builds can be in the buildroot)
do a build of bar
If everything is well, promote foo to real and submit sidetag
If everything is bad, iterate on foo with more drafts until the foo/bar
  unit works.

But yeah, if we were doing automatic builds draft builds might be useful.
