Sure. Within Fedora you also have leaf packages or self-contained
groups. The only reason why those Copr groups remain separate is that
it's not possible to depend on them from other packages. If it was
allowed/possible, the very next day the missing deps would appear and
we'd be back to full graph reachibility from any almost any point ;)
