Yes.

Partly. It will help install langpacks without __scary__ console, but user 
still needs to install them manually (usually after finding out it's missing).

Placing the packages on installation medium is best in my opinion, but it will 
make ISO bigger (and slower to download).

I don't think most users install their Fedora with Fedora Media Writer (KDE 
spin, for example, doesn't specify this on it's download page). It also 
requires some manual action apart from downloading ISO and burning it onto 
flash drive.
