That's literally the worst way to handle this IMO.

Packages that get orphaned due to long-standing "issues" (FTI / FTBFS)
means that *all* co-maintainers have failed to address these issues -
*all* of them should have been CC'd on the corresponding bugs and
reminders. Promoting any one of them to "main" maintainer just to keep
the package from being retired just prolongs the time frame in which a
broken package is present in Fedora.
