This one seems to be a false positive, similarly to oxipng.
It uses a macro to de-duplicate the license string between different
subpackages.

This uses a deprecated SPDX identifier, but the project is dead upstream.
The only dependent package (rust-sequoia-chameleon-gnupg) will likely
migrate to a different one, so it will probably be removed from Fedora
in the future.
