The buildflags.md doc is indeed linked from the Packaging Guidelines: https://docs.fedoraproject.org/en-US/packaging-guidelines/RPMMacros/#_macros_providing_compiler_and_linker_flags It might be put into a more prominent location, but it *is* referenced.
