It was not exactly downgraded. 3.42.0 was tagged and then untagged without ever making a compose: https://pagure.io/releng/issue/11497 The bug in rpm was then fixed later, in 4.18.91-6.fc39: https://bodhi.fedoraproject.org/updates/FEDORA-2023-81ae8f677d and so we re-tagged 3.42.0. If you still have crashes with rpm-4.18.91- 6 or later and sqlite-3.42.0, this is a problem and needs fixing.
