That may be a discussion for the design team itself -- since
supplemental wallpapers haven't really happened for the last few
releases (AFAIK due to disinterest in organizing the event). So not
sure how useful an entirely new tool will be.

Discourse voting could be interesting, but again, will need someone to
organize the actually submission and voting.
