used by the Krita community to enable discussions on artwork

To give better vote privacy, one typically has three separate databases,
ideally run completely separately. One database contains eligible voters
does vote verification, and a third contains a tally. A simpler but well
tested system is implemented in:

Maybe this could also be helpful for Fedora elections?
