Looking briefly at some of these packages, they do BuildRequire rpm-devel but then not actually produce any binary or library that would link to RPM libs. This can be due to missing SPEC conditionals or some niche use case in the respective SPEC. Nevertheless, I just did scratch builds of all of these packages except GCC against the f39-build-side-67564 target and they built successfully.
