Thx, fixing issues like this is what we should aim at. I myself noticed
several times some package like (or maybe precisely this package)
grub2-efi was removed, but my system was always fine after that.

I know that several times, I had to use "dnf mark install" to prevent
some package from being removed, because I knew I want such package. So
there are definitely some gaps, but we should fix them. I am afraid that
neither `fedora-retired-packages` will ask you for not removing some
package.
