This whole process is unnecessary. You're basically asking for
autoremove behavior to occur as part of a distro-sync action. This
boils down to an RFE to the DNF team to extend the distro-sync action
used by system-upgrade to optionally be able to do autoremove at the
same time, and make the system-upgrade plugin actually *do* that by
default.

Let's focus on doing it that way, instead.
