You can safely depend on things in the PowerTools repo as it's expected that EPEL-8 users will also use that repository: https://fedoraproject.org/wiki/EPEL#How_can_I_use_these_extra_packages.3F Looking at the BZ ticket, it seems you discovered that yourself.
