Because they're not really official and they're subject to only limited testing. They are built by a volunteer and aren't built entirely the same way we build official images. We don't do fully official respins on the basis that the time it would cost releng to build them, QA to test them and developers to fix any issues that showed up would not be worth it. Yes, it is entirely possible for things to go out as updates that work fine *as updates* but cause issues in the "produce working installer/live images" process. We have rather *better* releng and testing systems in place now than we did when the decision not to do regular official respins was made, so it's a decision that could be revisited at some point.
