Anaconda itself can work just fine without any GUI stuff being
installed (GTK/X/etc.) - providing the text interface + kickstart
installation support. That would make the image quite a bit smaller.

It's just that AFAIK no such (text-only) Fedora installation image is
actually being created at the moment.
