Fedora is focused mainly on new features which is the nss 3.28.1 update and minor bugs should be addressed later.

I know that very well, thats my main reason for being a Fedora contributor ;) I called for a bit more time to test and investigate for bigger issues, not blocking it entirely. Just to ensure that we do not upset our users by breaking things.
