Switch the OvmfXen platform from the "OvmfPkg/PciHostBridgeLib" instance to the "OvmfPkg/PciHostBridgeLibScan" instance. Currently this is a no-op functionally; we'll customize the "PciHostBridgeLibScan" instance later.
