Introduce DEBUG_ON_HYPERVISOR_CONSOLE build flag to enable logging debug output to the Xen console.
This will work with both Xen HVM guest and Xen PVH guest whereas the default PlatformDebugLibIoPort works only in HVM when QEMU is present.
