"reset -c" works, but "reset -s" doesn't. But that's a long-standing bug, going back to the UDK2014-based builds so I don't think it's ever worked.

Does the ResetSystem runtime service work, in v3?

Rebooting works, but powering off doesn't, but as mentioned above that's not a regression.
