Agreed; I think we already have all the karma needed.

Apart from LDAP, the Infra process also updates new-account-reqs.txt and 
iclas.txt but we already have karma for that, and Whimsy already has the 
tooling to add LDAP people records to various LDAP groups.

It's only the creation of LDAP people records that needs to be tested and then 
added to the appropriate Whimsy tooling.

[~cml] One question please: it looks like the Infra code generates a temporary 
password for the initial LDAP record. This is not returned to the user; instead 
they have to reset their password via id.apache.org.
Since the initial password is not used, is there a value that means invalid 
password? I have seen '{CRYPT}*' used elsewhere, but have been unable to find 
what it means.
