Best not to use a specific PGP host?
Instead say something like '; make sure the key has been uploaded to a
public key server'

There are also various ways of digitally adding a signature to the file.

Maybe it would be a good idea to document what methods of signing are
accepted by the ASF on a public web page.
Documents such as this can then use a fixed URL, the contents of which
can more easily be updated.
