The current SVN pubsub cannot be used for private repos.
As a work-round, svnupdate now handles members.txt commit mails.
However, this is only a partial solution, as there is a time delay between
committing the update and receiving the commit mail which updates the workspace.
It won't solve the original issue, but should reduce the amount of time the
workspace remains stale.
