[~sebb] I don't see that adding ou=project groups for nonPMCs would materially
change their workflows since they are not able to currently use github or
self-service in any meaningful way without those groups. So, while I agree that
they don't use LDAP in a consistent way, adding the ou=project groups for
nonPMCs will not break anything, and will only serve to unify and simplify
future management of these groups, and allow the nonPMC groups to use infra
services in ways they were not previously able (while losing no previous
functionality.)
