Hi Randy, The Prefetch Plugin is a remap plugin. Remap plugins are described here: https://docs.trafficserver.apache.org/en/latest/developer-guide/plugins/remap-plugins.en.html
That means it is configured via remap.config rather than plugin.config (though some plugins are configured via both plugin.config and remap.config).
