   @tballison @chrismattmann @thammegowda test and merge, did some refactoring 
too.
   1. it is now pulling weight files from 
https://github.com/USCDataScience/tika-dockers/releases/tag/v0.1
   2. dl4j model of vgg16 will be cached in: `$HOME/.tika-dl/models/dl4j/vgg16`
   3. keras model of inception v3 will be cached in 
`$HOME/.tika-dl/models/keras/inception-v3`
