  I followed the instructions for installing JCE jars and I wound up 
overwriting what I thought were already installed JCE jars.  The unit test now 
passes for me.  So, it looks like linux already includes the JCE, but standard 
Mac and Windows installations don't ???  It does not feel right to me to 
overwrite 2015 jars with 2011 jars...  So, who can add these jars into Jenkins?
