Why not to use simply XLIB?? Look with a minimum of deps, one can easily do a sort of powerful vector graphics. To compile mine (which is still too basic), I use only: gcc -L/usr/X11R6/lib -lX11 x11vectgfx.c -o x11vectgfx ; ./x11vectgfx
The problem I have with Xfig and Xpaint is that it diverge too much from classical evolved vector apps (ai, inkscape,...). Xlib would be a way to go, I would say. What do you think? Why to use pgf/tikz? I do not see really the point. Could you please explain?
