Are you describing (an evolution of) Rio? Web browsers sure have showed that window management is severely broken. Tiling solves the problem for low numbers of windows per view, but should become equivalent to iconification for as the number of windows grows out of hand. Freedom to be lax about tagging is absurdly convenient, if possibly unhealthy. Automatic tagging would probably be way too complicated, unless implemented by the Netsurf developers.*
