It pains me to say this, but the best BTS I've come across is https://www.pivotaltracker.com/ Seriously. It has great Web interface and a decent mail integration. You really should study this. I think Github's issue interface https://github.com/dashboard/issues is pretty OK. I'm gone down the TODO list http://webconverger.org/todo/ and it's not "social" enough I dare say. You need commenting and +1 and all that crap nowadays, to keep interested.
