I agree. I've added milestone tags to those issues.

Just let rc.wmii be an alternative wmiirc like the Python one with nothing rc-related installed in /etc by default.

Yes, that's the plan. The rc version will move to alternative_wmiircs/plan9port in the next alpha.

That's already the case in the alpha bundles.
