Ctrl+Alt is not a good default, because it'll induce EMACS-fingers and scare off the userbase.
The only reason for Mod4 not being the default is that it might not work out of the box for everyone - although it's still an option for people who don't actually have a Windows key, they can remap Caps-Lock or somesuch to Mod4 using xmodmap. Regards, Mate
