There are well known issues with SUBST. There is for example a long
thread on the APR mailing list
(https://lists.apache.org/thread/18x2jb81nf6zrjsnwf1k2wwooprkp0p5).
However TortoiseSVN 1.14.6 is using APR 1.7.4, so this particular bug
should have been fixed.
Actually I had problems with SUBST in the past but they were fixed.
Perhaps this is a special use case that is still unfixed.
Can you, as a workaround, avoid using SUBST?
In my case G:\ is a SUBST of C:\User\Data. If I'm using TortoiseSVN on
C:\User\Data it worked.
But the actual reason why I'm using SUBST is that C:\User\Data is shared
to the network and assigned to G:\ on the clients. On the server I'm
using SUBST to make it locally available to G:\, too, to have the same
paths on server and clients.
This evening I can try if TourtoiseSVN fails on the clients, too.
