Please tell your customer that the BDB back-end is deprecated. We don't
develop new features for it and we do not recommend using it. The FSFS
back-end is functionally superior, a lot faster and much better tested
(because it's the most commonly used back-end).

I don't understand this: "they had svn installed with fsfs and support
user authentication, permissions and security". There's nothing BDB can
do that FSFS can't, and "support security" is, frankly a nonsense
phrase; can you explain what you mean by that?
