That's a good question that's not clear from our existing system. I know that I've voted for Unix and Windows in the past and we've counted that for both. We absolutely need 3 votes from different people in order to comply with ASF policy. However, under our existing system of votes for specific platforms I think it would be perfectly fine for 3 people to vote for Windows and Unix and then do the release. That's not clear from our documentation now, perhaps we should clarify that. I don't think this is particularly any different. So if one person tests Windows and Unix, I'd say they've fulfilled the platform requirements. But we still need 2 more votes in order to meet our 3 votes. So to summarize. 3 votes must come from separate individuals. Our platform testing requirements do not have to be met by separate people (though each person obviously can only have one vote for each platform).
